I noticed those norn npc repairers(probably heavy armor guys) that they have that nice helmet, i wondered that can i get it any where from the game?

Rytlock using sword and pistol with heavy armor, so? NPC have their own classes

Either A. Town clothes, or B. unavailable armor.
