After reaching 80 with one player and having many alts I now can say for certainty that ‘wolf’ type NPC’s hit far, faaaaaaaaaaaaarrrrrr too hard. From personal story to mobs in the world, any and every wolf is OVER TUNED.

Bring there damage in line with other mobs.

I can doubly confirm this for frostbrood wolves, they tear through me in moments.

Frostbrood wolves are a little ridiculous. Approach with caution.
