I would like another weapon swapping mechanic that works similar to the current weapon swapping but can only be done out of combat.

many times i find myself needing to have a 3rd weapon set (for speed burst or AOE) which requires me to open the hero window every time (when i get out of combat). it would be nice to have this as a quick click of a button.

Been thinking of this too, as it is something that I find happening often. I frequently change utilities, and weapon sets depending upon the situation. This would be a very nice feature. For me particularly, I have 2 AoE weapons I like to switch between often. So I find myself very very often changing them.
