No, I’m sorry, but while it sounds good on paper, there are logistical issues that would make the change very difficult. For instance: Cultural Armor…It’s a lot of money to spend and not have use of after you change races. It would aslo involve a “makeover ticket” because the features you have are not the features of your “new” race, such as going from Sylvari to Charr.
Much better to start a new character of your chosen “new” race and have the fun of experiencing the whole culture from lvl 1 to lvl 80.

If you want to play a different race, then what is so hard about CREATING a different race? Use that $50 to get more character slots.
Part of playing another race is EXPERIENCING it from the very beginning. You want to skip all of that because you would rather throw money at it than put in more time and effort. Well you will appreciate that character a heck of a lot more if you have to WORK on him than if you just BUY him pre-leveled.
Roman Legionary is 100% right. It would be a HECK of a lot of work for them to institute your suggestion, when you can have the character you want right now anyway. You just have to (gasp!) WORK for it like everyone else.

Somehow i dont think when you swiched factions in Wow it effected
your skills
your home instance which is affected by choices you made during your personal story
your cultural armor
any armor you are currently wearing
so its a lot more complicated than you may think
