Player Generated Content Via Contests
Making them award achievements is not a good idea.
And creating a user-friendly 3D modeling program has been the epitome of 3D modeling programs lifespans. Even if Arenanet were to somehow allocate the time and effort to release one of these (which would take at least a year, by the way), what you can make with a program like Maya would still be superior.
Personally, I would prefer that player generated content take the form of quests that make use of the instancing system used to tell personal stories. An additional way to earn xp .
A small gem price to unlock the system (to play or create). Assets available at the time of launch (NPC models and costumes and props) would be part of the base storyteller system. Assets added since would be made available through resource packs that can be purchased if desired.
A starting limit of 10 storyline slots per account would apply. Additional storyline slots could be purchased in the gem store.
All assets would be introduced in official forward-going living world content. When the next living world content goes live, assets from the previous content would be added to the gem store for the storyteller system.
Costumes purchased via gem store would be available for use in NPC creation for storylines.
New environments would not be creatable. Just like the instances take isolated areas of the map with a “leaving instance” trigger if you step outside the indicated area, a Storyteller would be able to use sections of the world to tell a specific story.
dialogue trees, event scripting, the whole nine yards would be a part of the tools.
Storytellers would not be able to put loot rewards into their storylines. They may put an optional quest container in the instance. Doing so would require that certain objectives are met to ensure that someone can’t just create a room, put a chest in it and use it to farm loot. Not that it matters as loot is easy to come by in the core game anyway…
This would be the perfect way to give creative individuals in the game an outlet to share their talents and get to know other players.
Valid point, but I didn’t mean a program “everyone” can use, just those who are creative enough to take the time to learn or may already be familiar with to some degree. I was trying to address the fact that there are some programs with much less of a learning curve than others, a lite version if you will. One that already exists. I wouldn’t expect them to design new software themselves. They could still have the option of accepting 2D art as well. It was more of a matter of trying to make it less work for Anet by making submissions that are easily converted. The less work required the more likely it will happen.

I like the story telling idea, but don’t see it happening. I hope that I am wrong because I would love to see Tyria become more of a sandbox in all regards for the creative among us. It just seems to me Anet is not utilizing the valuable resource that is the players as well as they could. Keep the ideas coming I would love to hear more.
TBH I would not like this idea at all, I am fully aware of the massive potential stemming from the modding community (especially having seen their work with certain bethesda titles) but I like how the guild wars universe is with everything (bugs excluded) is intentionally placed in the game by ANET
I would love to see a developer… ANY developer… create a server and series of game mechanics, with a toolset and put it out there with a simple directive: Shape it however you will, sit back, develop regular asset additions and scriptlets, and empower the community to build the world and react to each other’s contributions. I know it won’t happen here. But if it ever does happen I will be SO there…
