Player becomes veteran > champion > legendary
I could also see it as a wvw only thing, too. Like, max everything and you get the purple ring.
Y Here is a “proposal” but by no means take it as final, make your own suggestions about how to achieve it:
World completion + finish story = veteran
Dungeon master + 5,000 achievement points = champion
Gain a legendary + lvl 50 WvW = legendaryJust a few random things that are hard to achieve, obviously you would need the previous title before you could progress.
This little bonus should give any advantages but basically allows for other player to see that these people are seasoned players and you should probably think twice before attacking them.

WvW ranks accomplish the same thing and in a more consistent manner. Meaning a WvW rank 50 is well seasoned whether they have a legendary or not.
It could be a title like any other title, so bragging rights and yes it would look cool, but it would be best not to base it on things that already give titles (Dungeon Master) or that you can already see (World completion, legendary, achievements). And there is already too much fuss about legendary weapons, I don’t see how increasing it would be good. I don’t have any suggestions on what you should base it though.
Character age/ play time?

It also doesn’t make any sense. The point of those rings is not to show the quality of an NPCs play ability, but to let you know how much HP they have and how hard they’re probably going to hit you. Players are all, always, at effectively the same level. Therefore those rings mean absolutely nothing.
If you want to show that you’ve acheived something, display a title.
