That’s the problem, they’re just regular male medium armor, but they look like that on Sylvari.

+1 to this suggestion. Not sure why Sylvari skirts behave this way anyway when they barely have a physical difference from humans. The huge skirts make clipping issues too, many 1H weapons will be made to clip through your arms when sheathed because the skirts are so big.
