But then you’re double dipping on primary stats with Power/Condition damage gear. They just need to raise the coefficient for conditions and condition damage, not start applying other primary stats to it.
No, it should not. +Condition Damage should be more effective instead.

Did I miss something with condition damage builds, do they do absolutely zero direct damage now? Power (and to a lesser extent crit damage) is the only one that directly improves the damage range of the skill independent of other stats. Crits add to the burst capability but cannot be relied upon and their overall effectiveness is still dependent upon Power.
As has already been said Condition Damage just needs improving on some abilities.
From a balance perspective too, if a condition damage build benefits from Power, even only 50% then they can maintain their current performance but add more survivability trading Power/CD/xxx gear to Power/Toughness/Vit gear, above and beyond what another class could provide themselves as they have to balance power/precision and survivability.
