- Because they can sell the books. They can’t sell NPC conversations.
- Because people are more likely to read a book than read tons of NPC conversation / watch tons of cutscenes
- Because the book doesn’t make people complain nearly as much as tons of cutscenes / NPC dialogue would
- Because writing a book takes less effort than scripting the same book, voice acting it and animating all the characters and locations relating to it

There have been small stories like these in all the living story issues so far, and while I really like them I’d like them to be available in game as well, even if it’s just your character finding a book and reading the story there. This last one, for example, could have been a mail from a contact at the durmand priory talking about a certain document you might find interesting (with the obligatory “show me where” link).
As far as the books go, at least the story of the first two ones is in the game, in a VERY condensed form, in the different bits of personal story and in the dungeons story mode.

Yeah I could happily talk to NPCs for hours reading these stories, but tabbing out of the game to look at some barely relevant nonsense completely destroys the immersion.
