I understand that. But what i’m asking is a way for people who don’t enjoy gear grind dungeons to be able to get quiver/skin somewhere in game.
All current quivers require materials from Fotm.
I don’t like WvW, but I have to do it for Badges for my legendary. I’d prefer if I didn’t have to get a Gift of Battle for my shield skin. But I do.

Sorry, i don’t see what your legendary grinding has to do with a quiver skin.
He’s asking for more ways to get skins for lesser back items without having to grind for the best in slot just to gain the look. This seems pretty reasonable to me. The Quiver is simultaneously awesome and mundane. It’s just a lame quiver, but since it was not even a hint of an option until now it’s extra ordinary. I very much want one as well, but I don’t care about having an Ascended item, I just want a quiver for my Ranger. I don’t want to put in the expense, time and effort necessary to make a best in slot item, I just want to have something I can paste over my currently slotted item which doesn’t even have an appearance.

Make other ways to gain quivers/quiver skins than running the fotm dungeon, so players like me who only play WvW have access to obtain them.
Adding a non-ascended quiver back item/back item skin would lessen the prestige value of current quivers.
I agree that the back slot is a glaringly underused aspect of gear equipment – probably the result of the removal of capes during beta. I’d love to see some serious options for visible back slot gear, but I don’t think that anything which lessens the visual impact of current ascended gear is fair to the players who have already obtained it.

Doesn’t matter. If they purchased gems to buy the mats from the TP, then they’ve helped keep the gold→gems ratio favorable for everyone and they’ve supported ANet economically. If they raised gold in-game and bought the mats from the TP, they’ve put in that much gold worth of effort. If they farmed for the materials directly, they’ve put in that much time worth of effort. In any scenario, the player did something beyond the ordinary to obtain the item.
The core of your argument is that you want a way for people who do not participate in certain forms of content to obtain access to an item skin. Making that same argument for legendary weapons or even hard-to-craft exotics such as Infinite Light won’t go anywhere.
I wholeheartedly agree that there should be more good-looking options for the back slot, but there’s no reason to lessen the unique appearance of current back items to do so.

You still have to run FOTM to get the vial.
Now I don’t mind ANET telling people that if they want a specific skin, they have to play a specific part of GW2. Especially when the skin is something people really want, like quivers which people keep asking for.
People jump through hoops for Legendaries to show off that they successfully jumped through hoops. People jump through hoops for Ascended items to have ascended quality gear. They jump through hoops for a variety of ascended items that don’t even show up on their characters. The fact that one of those hoops also give them a cool backslot that would otherwise not appear doesn’t change the fact that they’re getting ascended gear and those hoops are a representation of the power of the item.
I feel that people should continue to jump through hoops to get the gear quality. I just think that those of us who only want a purely cosmetic aspect of it, an aspect that is and should be extremely mundane considering the actual appearance of the item, shouldn’t have to.

The philosophy ANET used for GW1, and the philosophy that ANET promised for GW2 was the opposite of that. Stats would come quickly, appearance would take effort.
Stats being easy means everyone is on a level playing field, even if they only get to play a few hours a week. Appearances being hard to get gives something for players to work towards, something they can show off, without disadvantaging players who don’t have time to acquire that appearance.
It isn’t THAT bad to do fractals. You only need ONE of the drops and they drop fairly frequently(I’d honestly be surprised if I don’t get one of the types per every other run).
I mean, look at the other MF recipes, lots require specific things that you can either buy off the TP or that you need to grind a dungeon for. How is that any different than this?
