RNG and “dynamic” events
I would imagine the reason for this is that by adding extra conditions, or states to events requires more testing and opens the game up to more bugs.
As it is, events can be bugged. Imagine how hard it would be to keep them all going with that sort of dynamic?
Keep in mind most games have about 500 quests, because devs know the path through the game from quest hub to quest hub. Guild Wars 2 had to start with 1500 dynamic events because you never know when someone will catch events and which they’ll catch.
Well you have the time window which makes it kind of random, especially for Jormag. The only dragon which is really accurate is Kralk, and it depends on players doing the pre-events.
Why isn’t there any RNG involved with “dynamic” events?
For example. Why does [insert dragon name here] come at every meta boss event? Why not once every 10-20 to make it memorable? Give people a meta event with same rewards, but have the dragon only appear randomly to make it special.
I said that at release and they never bothered to change it so they won’t change it now. By the looks of it they are okay with those events being rare-item pinatas

The Meta events would become a little messed up, wouldn’t they?
They could create a chance (10%?) of spawning an Enraged version of the Dragon Champions (more damage also) instead of the current ones, with an increase loot chance for greater items, although the resources to do it, could be hard to achieve with the current developments.
I think it would be cool if, randomly, in the midst of a big dragon fight, a giant Trahearne would appear and begin talking and talking until it became evident that the only way to shut him up would be to join forces with the dragon to put an end to the endless monologue.
