So a lot of people want more town clothes, as do I.
My suggestion is to add one or a few town clothes merchants who sell some of the racial town clothes already in the game for a level 5-80 armoursmith price, depending on what would be most fitting. This would give a lot more customization to the game and it might encourage more people to walk around in town clothes.
