Rearrange how loot drops
You should be guaranteed an exotic for killing vets at level 75 and above…
With 2-3 people it takes a matter of seconds to kill a vet. All you’d have to do is wait for a respawn and farm it again.
It’d turn out to be an exploit and people would keep it on farm until it gets removed.
The way you suggested the change to be implemented is just… blind. I do like the idea of the change though, that DR shouldn’t affect dungeons. DR should be meant to stop bots, not people. Though maybe they thought DR was needed cause “game philosophy is against farming”. But then, if they’re defending the Manifesto promise, why did they break that same promise? we shouldnt have to farm at all then.
Either make it so we dont needa farm at all or let us farm. decide yourself arenanet

Maybe leave vets out of it. The first time you get a group to kill a Champion mob you should get an exotic, mini, t6 mats, town clothes or weapon skin. But this can only happen once in a 24 to 48 hour period for that particular Champ, and seeing how Champions are a lot more of a challenge I doubt the bots would be able to handle them.
I think Anet has a lot of room to improvise how and where the loot drops. I think they can decide where DR is going to work the best ( ie normal mobs ) and where they can remove it or buff the drops for Dungeons, Dragons and Champion encounters.

I also wanted to add something else here.
We all know how raids work right? Or even 5 man dungeons work. You kill a bunch of trash that may or may not drop something decent and then you get to a boss.
The boss will always require some work to get him down.
The boss loot tables will always have some sort of reward that players will want to go after. That’s why players run raids and dungeons.
So why cant Anet take that same play style and apply it to the open world? I have heard it said that GW2 will not have raids, there will be ( and are ) zones that will have raid like content. They have all the right mobs in place, bots will never see or can even begin to do this content, so why not up the rewards?
I have said before and I’ll say it again, risk vs reward. Please Anet take a look at this. I will tell you that this will in no way impact the Gem store. If players are enjoying themselves by doing a nice variety of “end game” content ( ie dungeons, vet mobs, Orr runs. Legendary’s , crafting etc.. ) and the drops are worth it, ( exotics, rares, town clothes, mini, t6 mats etc) players will spend some money in the shop.
