I think there should be a way to return event skins to their original applicable form. So how about salvaging a back item for instance with a Black Lion Salvage Kit in order to recover the skin from the attached equipment?

Only if that destroys the attached back item, like with every other salvageable piece of gear. And I think that as price for guaranteeing the skin, whatever you’ve slotted into it (jewel, infusion, crest, what-have-you) should be destroyed.

And naturally, you wouldn’t be able to salvage currently unsalvageable backpieces, such as the Karma and quest ones.

Transmute onto a white rarity weapon, it becomes account bound again.

Yep, there is already a work around in place. Transmute to a white item to break the soulbinding then transmute to the item you want it on.

A guildie moved her Mad Memories from one character to another. In this case I think she had to transmute twice to break the soulbinding but it worked and she was able to transfer it.
