When the game first came out, all the classes that had access to speed boost signets only got 10% boosts, but they were also at teir 1, so they could have them immediately. Thieves had to wait until teir 3 and 26 skill points before they got a speed boost, but for their wait they got 25%.

Now, however, all speed boost signets are 25%, so why exactly are thieves still stuck waiting until teir 3 to get them?

It doesn’t really matter when you get the signet. You’ll get all skills eventually, and they are all already unlocked in PvP.
