Or at least change so it doesn’t interfere with the rest of the game and change so you don’t have to manually close it.
Do NOT remove the message. Remove the overflow. I understand overcrowding during special events, but LA has had overflow ever since that dungeon moved in down the street. Take the dungeon entrance out of town, and you will get rid of the overflow.
ALSO – when you are in overflow, you can’t see the dots of party members unless they are also in overflow. So we do need SOME sort of notification that is more attention-grabbing than the text on the mini-map, but less annoying than a popup.

Add an option in the menu to disable the popup, rather than just removing it completely. I’m sure some people appreciate it and don’t even realize you can look at the map to see whether you’re in overflow or not.
I want the message. I often forget that I’m going to be in overflow when in LA, because it’s often the only zone that has an overflow. I like Electro’s compromise: give people a choice: let people disable it.
As a side note, my server’s Lion’s Arch was overflow 20-22 hrs/day before Fractals of the Mists was introduced.
