This is a hard term to define and this suggestion might seem less implementable than possible because the general solution for verbal abuse or trolling is to just place the individual on ignore. But let’s posit something a bit more tangible.
Consider someone in the WvW dungeon/jumping puzzle who is using the traps on his own team and then verbally mocking them. Certain “verbal abuse” qualifies and when push comes to shove you can just avoid things if you are savvy. But the general tone and tenure of the behavior is fairly clear.
And while I’m not overly confident that ArenaNet would even take action and I know that the loose definition of that term would potentially lead to fraudulent reports but the report option that we have seems limited in terms of covering certain actions. Some expansion might be needed because this could also apply, say, to any disruption of events or something.
I’m sure other people could expand on this but the bottom line seems that the report option still needs expansion to cover specificity of behavior.
