Request: Hide Info from Blocked Accounts
If someone threatens suicide to me online, in a game or anywhere else, I report them immediately. There have been many instances where an online service has contacted the police with user information. In some places they are required to do so.
Keep reporting the other things, and I would file a ticket with his username that mentions his consistent harassment of you.
Threats of suicide is not to be taken lightly, that should definitely be reported.

If people know the names of these scammers, they can report them to support and have them sanctioned. If they don’t know the names, it hardly matters if the scammers block them or not as you can’t contact someone whose name you don’t remember.
Anyway, what you’re saying has nothing to do with what OP is talking about.

U can if u add him as friend.that way u can see when hes online or where he is.but if hes the invisible man u can’t.Anyway maybe im off sry for that
The block function has two functions.
a: prevent seeing spam from certain players. Most people on my blockliststs are people who either are goldsellers or are verbal abusive in mapchat.
b: create a distance in a conflict between two or more players. The block function is not there to solve such a conflict, but in many cases it helps to create the distance needed to solve the conflict.
In this case the block function can’t help you. I do not think the block function can help here. But I do think that support can help.
In the rules we all agreed on the following is important here:
While playing Guild Wars 2, you must respect the rights of others and their rights to play and enjoy the Game. To this end, you may not defraud, harass, threaten, embarrass or cause distress and/or unwanted attention to other players.
It looks (according to your story) like this person is breaking several of these rules.
I would advise you to report this to support. Give as many details as possible. This includes a bit of the background story how this has started and several moments this person is harashing you (date/time/timezone/servername/mapname).
Keep in mind that support will investigate this and will look into all details. This includes things that you are not telling here.
Support can decide to give this person a temporary suspension. If this doesn’t help and the person continues then they can make longer suspensions. In the end when needed and appropiate they can terminated his gameaccount.

I understand everyone telling me to report the harassment. Believe me, I have and will continue to do so. However, understand that he is harassing me in a way that is difficult to really present evidence for. Since I have him blocked, there is no chat log of him talking to me. I could take a screenshot of him standing next to me, but that doesn’t prove anything as I could have just as easily tracked him down. In order to get something reportable I’d have to unblock him and allow him to talk to me. Admittedly, I’ve done this, but it is less than ideal.
The only other thing I can do is encourage my friends who he is currently verbally harassing to report him as well. As I said in my original post, I’ve already been doing this. Hopefully something will come of it.
Regardless, there is no reason a person that you have blocked should be allowed to see when you’re on. You should appear as invisible to them all the time.

In game reports are looked into quickly and are very usable for easy cases (someone saying ‘kitten’ in chat). In these kind of cases your much better off with a support ticket. Specially cause you can give much more information bout the background and you can update the tickets with new evidence, making sure that support can follow and see the bigger picture.

There was a thread sometime back talking about the deficiencies of their block system. It doesn’t stop someone who wishes to stalk or harass someone at all, it merely slows them down. If they have you friended and game messages enabled, t still informs them in chat when you log on and off and they can still see what map you are in. It means they have to track you down but if they make a circuit of the map they can find you in a few minutes, particularly if you have favorite places. I’m amazed that ANet would have a system so easily abused. In Guild Wars 1 you couldn’t see the other persons location unless they friended you in return. And of course, they weren’t informed in chat when you log on or off. They should put some sort priority to fixing this before someone carries harassment to far.

It’s pretty bad. I tried some means on the suicide threats, there’s only so much we could do. If he hadn’t purchased anything via credit card on the store, they can’t do much more than IP address, which may get them a zip code if they’re lucky.
On the other hand, improving the blocking system should be somewhat trivial to do in the short term, and a bit more substantial to do properly (at this point). What would be the best option, if they don’t wish to change showing folks which areas someone is in, would be to set a flag on some table in their database which would automatically display one or both parties invisible to each other.
Depending on how it’s done, it could require a significant downtime as the database may have to backup and rewrite several tables. Not usually the easiest task.
Less efficiently, the query pulling the friends list could check the block list of each of those friends. Hide their online status.
More appropriately, query block lists for a particular account_id. Set a flag hiding all people who have that account_id on their block list.

Ok, I didnt make that out (you said you could make screenshots, so I interpeted it as a retorical situation). Mabye post the ticket number here. I’m pretty confident the support liason will see this post and she might be interested in it

Last night he was harassing a friend of mine, asking him to find out from me where in Bloodtide Coast I was so that he could find me. My friend sent me a screenshot of this conversation. Can I report him with this even though the conversation was between him and another party?

Since its part of an ongoing harassment of you then yes. Include it on your ticket. He may have talking to a friend but it was about finding you.
