Request: paid race change
It really convolutes the storyline though because it’s tied to your race.
Perhaps if this race change came with a “personal story reset” and flagged you as unable to recieve rewards from them, then it’d be possible.
I understand that the personal story getting in the way of your desire for a race change is marginally relevant to your desires, but it’s still something that needs to be ackittened for.

It would really depend on how they designed the database which holds the “progression” of storyline to the character the race change would happen to.
Simple conversion charts could fix all of that, but again, it depends on how the information is stored with anet. The beauty of programming is that ANYTHING is possible.
Enough people want this, and it would get them even more money. So I would say its a good idea to put the work into making it happen.

A.Net publicly said they do NOT intend to add this “feature” to the game – please stop asking. A little forum searching would yield this info.
