I went to revive a friend one day, even used my good revive on my ele and I was standing beside him, had him targeted and the revive triggered on an npc instead of him. It is my belief that player characters should take priority on revives over npcs. Or at least the person(npc or not) that you have specifically targeted.

Looting also needs to take priority over reviving NPCs.

In fact, any action bound to the F-key should.
