Throughout the existence of guildwars 2 the queue system has become rather knowingly insufficient for the task it has to handle.
The change in my opinion is simple – and quite frankly would allow servers to balance themselves at ALL hours of the day.
The Queue should be strictly population based, each team should not be allowed to have more players than another and or the amount of players greater and less then should be controlled.
The servers that are losing major populous are those with players leaving from the lack of community involvement in world vs world.
So just for the sake of throwing numbers out in the open:
Server A, Server B, and Server C
Server A has 50 players
Server B has 60 players
Server C has 40 players
from this we can gather that there is obviously a 20 player bracket of space between groups which is not significant.
The way this should be handled is have a base population that can be on the fields at one time for each team without a population limiter in place (such as 20 players) and then scale it up as more players join
