Most of the claimed structures have not upgrades because there are so many pve upgrades for a guild to have benefits from them that there is no spare time for w3 upgrades.

As it is now to have a full buffed claimed structure costs you around 4,5 days only to have a structure for 12 hours full buffs , so, most of the guilds even the pvp guilds have not so much time to support proper their structures in w3 with buffs..

Also the the w3 upgrades reward only the allied players and not the npc of the buffed structure and i think this is not right

I am in a rather small guild, and we have WvW upgrades ready more or less constantly.
A guild that focus mainly on WvW would most likely have said buffs up most of the time.

It is quite unusual to see a claimed keep/tower/camp without buffs nowadays.
