Should weapon master increase DPS?

Achievement unlock: 1% increased dps in PVE, and so on.

If you killed so many creatures with a sword/axe/dagger/bow, your PVE dps should actually go up, right? Just an idea.

I would totally agree with this if the achievement was only for one character, but since it’s across the account I see no reason why my Ranger mastering longbow should make my warrior better with one.
