Errr…. nope… not good… very bad idea…
players buying stuff is a “sink” that removes gold from the game (black lion company is more like a high pressure toilette… thanks to the gem price you can flush down your gold without taking it out of the bag)
without it the market would change a lot since no one needs old stuff since they could “get their old stuff back”…
e.g. back pack? why use money? use karma, change the skin…
you can have the same result by simply not destroying your stuff

I’d meet halfway: add the skins you can only gain trough achievements to the hero panel skins.
Since those are soulbound or account bound and impossible to sell, it would not affect the economy to make them available at will to players.
For instance, the Holographic Shattered Dragon Wing Cover were awarded for completing the Dragon Bash Experience meta achievement; there’s no other way to get them and you can’t replace them if you accidentally destroy them.
The Holographic Dragon Wing Cover however, could be found as a random drop and sold, so it would not be in the achievement panel.
And since new achievement skins come out with nearly every living story installment, we don’t need to be afraid of seeing too much of the same skin.

Also, while we are at it, in order to make personal story more rewarding we could have access to skins for the items we picked as starter (i.e.: Anonymity Hood or Fanatic’s Mantle) and story rewards (i.e.: Light Sword of Air )under the Personal Story tab of the hero panel. Those would be separate from the account rewards and be soulbound.
