Special Skills for Unique Weapons
I like the idea, as long as it’s something that is available for everyone who plays casually I don’t see a problem with it either.
However, I don’t think it should be a pvp-thing. Maybe not even a wvwvw thing, not sure on the last.
Question time:
How would transmuting work? Would the skill be connected to the look of the weapon, or to the stats?
What kind of stats would the weapons have? Are they like legendary weapons, stuck to 1 stat? Or are there many different stats?
Would the skill be an upgrade of the previous one or would it be a whole new skill with a different effect and so on? (the first would pretty much render the old skill useless, which is also the example you gave )
Will the players who have these weapons get some sort of advantage over the others? In other words, would everyone want those weapons because the skills are better, not just different?
So… All questions that came up in my mind dropped there.

Answers:
-1) (just thought of this thanks to your question) If someone were to take a class 1 sword and transmute it to look like a class 2 sword, none of the skills or stats would trade over UNLESS you purchase a special gem to attach to your class 2 weapon that will allow you to keep one of the 3 skills the class 2 weapon would hold. This would also work vice versa if you were to transmute the class 2 sword to look like a class 1.
-2) The stats of the weapons would be like any other mid to high level weapon. There would also be Legendary Class 2 weapons only available via crafting with the same/similar stats as other legendary weapons.
-3) The example I gave was off the top of my head and does not have to be one of the new skills, but the answer to this question is “yes and no”. The feeling of an upgrade is in the eye of the beholder! Meaning that (using my example earlier) you make like being able to fake people out with that new ability and think that is an upgrade, but I prefer being able to teleport behind my foes if I so choose and think that the fake out is a downgrade of the teleporting shot.
-4) Since the weapons stats would be basically the same as other weapons, the players would not have an advantage in DPS. The skills however, can be an advantage for some players who know how to use the skill, but this applies to every skill in the game, not just the new ones that would be added.
A little bit clearer vision: (keep in mind that there would be more than just one other class, like a class 3, 4, or even 5 that could be obtainable when reaching higher levels.)
-The skills would not only add an array of new tactical opportunities, but since it these weapons would only be obtainable from starting around lvl 30 and up into lvl 80, it would keep the players interested in knowing that they still have more to unlock in the weapon skills department, rather then completing that task early on.

What I#m for would be on the other hand specific deathblow animations that could be tied together to specific weapons, because thats something visual, that wouldnÄt give a player advantage over others, like special skills would do that are tied together to certain weapons.
I’ve already suggested a similar suggestion about this concerning about introducing a new type of weapon category that should be on par with exotic/ascendend weapons, just with their own visual speciality, that they would have unique deathblow animations that would occur, if you kill something with these weapons in PvE/PvP/W3, so generally in the game.

I already answered your concern above. You say that you wouldn’t want to give a skill that gives an advantage over players, but I already stated that the new skills would not give an advantage over players necessarily, but give them alternative skills that would give players different tactical opportunities. The weapon class will swap an old skill with a new skill not just give new skills to players. If you look how things are now in the game, different choices of weapons have different skills that fit your preference, the new class of weapon would just swap the original skills with something new, not giving them an advantage over other players, but merely new tactical opportunities at the expense of your original class skills. in other words you are gaining different skills allowing for different tactics, but you are losing your old skills and the tactics in which those skills were required. This would be balanced
