I believe they are called Commando in the PvP lockers in the Heart of the Mists but the set they belong to is called Stalwart.

Those things -need- to come to the PVE world! I want them so bad!

Nope! You can get the chest and legs from story missions but that’s about it. You get shoulders with the same icon but they are not infact the ones shown in the pvp locker

I think they are green karma items from orr. Just go to one of the camps and check there.

Nope. They can only be gained in story missions, and only 2 of them.
