Starter Armor as Permanent Skins
Suggestion was made to me by a guild member that it would be nice to have starter armor as a permanently available skin as the Radiant skins are. Specific issue is the thief hood available as a starter isn’t matched by an advanced helm, but having that skin available would allow transmutes.
You can transmute the thief’s hood, you know.
create thief char (or mesmer… engi… guard… necro… whatever)>transmute skin onto a non soulbound white (or blue) item>put in bank>delete char>pull out of bank on char you want skin on (accountbound now; ignore the warning when transmuting it only affects masterwork and above)>transmute onto stats you want

Are you saying that the act of deleting the character reverts the transmuted item (that is now soulbound to that character because you transmuted it) into an account bound item?
I always wonder what happened if you deleted those unique starter items? Are they gone forever or can they be reacquired in some way other than the way described above? There should definitely be a way to reacquire them if not.
No, it’s just that when you transmute something in your bank, it becomes account-bound. (it would be soulbound if you do it in your own bags, I think)
The only way to get more is to make a new character, for now.

When you transmute something you must do it on that character though I believe. You an transmute it as many times as you like through level with stones but to put it on Lvl 80 gear, it must be a transmutation crystal.

No, it’s just that when you transmute something in your bank, it becomes account-bound. (it would be soulbound if you do it in your own bags, I think)

i just did it again yesterday for my engi (getting vigil boots for him – because he’s priory)
transmute a skin onto a non soulbound white/blue stat means the resulting item is accountbound (and therefore transferable through the bank to another character for retransmuting onto the stats you want)

If you accidently sold it and have no character slot to create new char – you’ll never able to get it (unless you delete one of you char or upgrade slots)
