I feel that the only way to fix the minions is to do a complete overhaul. Many necromancers, especially those from gw1 as is my case were expecting something completely different from the current necromancer. I have some simple suggestions that could improve a lot the state of the necromancer minions.
1.
Scrap all minions and create 3 types of minions. A Tank, a Ranged and Utility preferably with nice skins, not some kind of rat and devourer. Port the gw1 ones or just give us something that has at least the height of our char (the tank at least) and make it menacing, dreadful and horrid !
Tank – The barrier between the mobs and the necro that allows the necro to control the fight and spam the conditions.
Ranged – Helps the tank minions to kill the mobs
Utility – Over all helps both minions and the necro with abilities like wells or passive like signets.
Flesh Golem – This guy here needs to be a huge carcass, a beast, a behemoth that towers double or triple of our height, he’s the guy that pummels everything to dust.
- Agressive just aggros everything and focus the same target as the necro
- Defensive only attacks when something attacks the necro
- Neutral doesn’t do anything but follow the necro closeby.

nothing will happen until mid next year about Necro Minions. They are not important on their to do list. Maybe the Ranger fixes somehow affect Necro Minions.
