Support Tokens/Kite Fortunes are dropping much more frequently (for me) than any other ‘rare’ items, so one might say that the drop rate on these ‘rare’ items is quite generous. Rarity represents the spirit of generosity, and Rarity is not yellow.

I tend to agree, they should be Masterwork at best. While I’m plesantly surprised when a box ends up containing an actual rare, when I see them I expect to get one of these items instead.
