How about switching the utility and elite skills too, if you switch weapons?
Cool downs from the previous skills can be still active if you switch, so the new skills, in the same slot, can’t be used immediatly after the switching.

I kinda like this idea since the utility I’d love with my Short Bow aren’t the same I’d want on my Sword/Pistol.

But I think it would be balancing hell if they did that.
