That oily shine is 1 of 2 things, the light of the area you are in (the oily sheen in the dye window tends to not show up in the active world remember) or the color of your skin, do remember that sylvari armor uses the skin tone of the sylvari as a non-changable color in the armor.
OK, yeah. After a while I just went ahead and changed it to red and orange for a test in a different light, then back again. It would seem the oil colors are only in the character window. Though, if you use oily colors like the midnight dyes (I believe most if not all do this), they tend to hold the blue tones. I don’t have enough dyes to test this more. The in game model tones are much more dull and lose the shine pretty much altogether without the use of said midnight dyes/others that add the oil effect.
Thanks Runiir, your thoughts gave me the idea to change lighting. The blur from the wintery areas and torches make it hard to tell. So I retested it in Lions Arch and it seems alright. Yays! =D
