Synchronize World Bosses
I also thought of this issue, but there’re multiple problems.

Most bosses need events to be completed (best example would be KarkaQueen). Hard to realize a synchronization. - KillDuration
Boss usually have a spawn restriction after it’s been killed. With most bosses having a timer now, it’d work fine, but those without don’t have to be killed on several servers. Like if noone would kill the Dredge Champion on server a, it’d prevent spawning on any other server (after it’s been killed once).
I don’t think overflows are created by people guesting. Not any more.
In the early days it was the case. People where only doing Tequatl, fire-ele, shatterer, behemoth, Maw and Jormag. After they made the pop-up box with the garanteed rare accountbound and once a day for each boss. People shifted to take more interest in alternatives like: Wurm, Ulgoth, dredge commissar, Temples, golem mark II, fire shaman.
Also cause it is only once every day there is not much need to guest and I dont think guesting people are the issue. I have seen on the two train maps (Queensdale and Frostgorge) that it does happen there is an overflow when their world bosses are up. I think it is the combination that is causing this.
so your solution wont change a lot im afraid.
However I do understand your fear. Many other events (like recently tequatl) have had this issue. People hear that server x or y is doing them all the time, so they guest there leaving the people who can actually do it out of the loop.
So my solution would be to limit guesting.
The goal for guesting is to be able to play with friends. But in my opinion it should be limited.
1: when guesting if you enter an overflow, you get a lower priority to access the map you want to get into. So if there are 4 people waiting, two guests and two server-residents then the guests get in last ignoring who was waiting longer.
2: when guesting you are not allowed to ‘join in’ to a map that is putting people in overflow.
This means that on busy maps people who are on their home server get preference over people who are guesting. In the end that is only fair it is their home.

You are right, I did not thing of that, so there would need to be really a lot of work invested into a solution, but I still hope that the devs at A-Net will find a solution.
