A simple player portrait with their name on it to the right of the current target would suffice for this. On a toggle (for those who might lag from this).
This seems like something that is needed in this game. Especially in WvW and PvE where you can’t simply look at the party frames to determine where/when someone is taking damage.
Other targeting options:
/tar [target]
/focus [target]
These you would enter from the chat line.
