why would people want to play on a test server?

because people in the test server would report any exploits and bugs ahead of time.
However, for patches it’s not enough to warrant an entire test server for players, and for future content like this months upcoming event, im sure Anet would want to keep everything under wraps and having too many players joining in would risk new content being exposed before it’s time. While other companies may not have a problem with it, with GW2, it might ruin the fresh aspect of new and upcoming events.
