Thanks for Legendary rarity on transmut, but
why would you transmute a legendary to begin with?
To gain different buffs. Perhaps they want their Legendary to have cleric stats or Berzerker, or whatever. With this change it means the the only things that matter for power are the level of the item it’s going into and the quality of the higher of the two.
To answer the question, though, there shouldn’t be any issue. If it’s Legendary it will automatically be whatever quality legendary is. When there are Ascended weapons Legendary will automatically be at that level so it will too.

Well for example if I get Bolt, I want it to have Berserker stats, not thoughness.
And I would like an official statement, don’t want to make any mistakes :S
My understanding (and I realize this is not oficial) is that Legendaries will get a stat buff when ascended weapons are deployed, being buffed to their ascended forms.
A transmuted item does not use its natural stats, so the stat buff wouldn’t affect transmuted legendaries (although, I suppose, if you transmuted and kept the stats, you might?)
I would expect, given the widespread dissent on the preferred handling of this issue, that there will be NPCs (or a MF recipie) to hand in a transmuted legendary and get a soulbound, non-transmuted one back with the buffed stats.
