I am not assuming this is true btw. BUT…

if it is true, I have to say this shouldn’t be for only two classes or limited to just bleeds.

I see this as a solution for the problems of capped stacks on conditions. All enemies move especially those enemies in Orr.

If this works this way, why not make all of the conditions this way in condition builds on classes. Why not make it so that enemies take extra damage when moving while under conditions of any kind. Wouldn’t that solve the problem of the zerker vs condi builds damage disparity?

Kind of gets rid of the whole point of Tormented, doesn’t it?
If they want Condi’s optimal for dungeons, the need to change the encounters, not the Conditions.
