I am talking in here about the ending of the personal story. As the game is now, the personal story ends in Arah dungeon – a forced grouping of players which currently very few do it anymore.
I am not talking in here about making the dungeon solo-able for the story mode, but to change the game ending totally. The idea comes from the Lost Shores event. Here it is:

What if the final story mission will be like the killing of the Ancient Kraka?
The players enters an instanced zone where he/she is welcomed by an army of allies from all the races which are led by the 5 race heroes.
There will be like 150 NPCs of different professions: silvari, charrs, norns, humans, asurans going on attacking the great dragon. The NPCs will have enough AI to sustan the battle itself without the need of the player – they will die and will eb ressurected by others, they will shout, charge, buff. etc.
BUT, in the end of the battle, when the dragon will have 1 millimeter of its life bar, It will kill every one alive except the player.
A cutscene will start showing the devastation on the map and then continuing with a character monologue yelling to the dragon that he will kill him in the name of all those who suffered. etc.
Then the player will have to kill the dragon alone, resisting till the last breath.
Of course he might get killed a few times but there will be a checkpoint so he can do it. So the player will kill the dragon alone even if until then he was just a insignificant part of the battle.
After killing the dragon, a new cinematic will come, similar to the cinematic from the beginning of the game after the character creation.
In this cinematic, the 5 heroes of Tyria may or may not appear as the A-Net wants them alive or dead in the future stories.

I think this suggestion would make the player actually feel THE HERO in his personal story.
