Thief Dagger/Pistol combo is now useless
I guess I’m not sure how to respond to your dagger/pistol combo problem, but you can use other combos if you like. Thieves don’t have the lowest number of weapon choices, that would Engineers with 4 options, followed by Elementalists with 6 options and then Thieves have 9 options (I assume this includes underwater weapons, but the numbers come from the wiki). The damage reduction was only in the top portion of damage dealt and it deals more the less health the target has. Can you hit the target with some damage before using the pistol to blind and then use heartseeker? Just a suggestion… again… I haven’t played a thief extensively.
Should have just made Heartseeker cost more initiative.

Heartseeker is clearly not supposed to be a main attack skill, but something more situational to use when the foe has less than half of full HP.
I don’t know what to tell OP though. Maybe we could see some improvements on the “3” skill instead.
Well, since Thief skills change the middle one based on combinations. The lost power could be put in Shadow Shot.
@MithranArkanere – Yeah i was thinking that aswell, heartseeker was this weapon combos’ only form of damage and we can get the blind/teleport effects from other weapon sets that can also dish out damage, so maybe buffing Shadow shot would be a way to go, in any case if nothing is done the weapon set will remain uesless I do hope Arenanet is aware of this.
@Elle if you take into account an engineer’s arsenal of kit’s that will bring their total count higher then a thief, I wont count an ele’s summoned weapon arsenal because I believe you do a set number of attacks with each of these before they dissappear and go on cooldown
thief has some amazing mobility, shadow shot is a bit of a nuisance though, low range, low damage and it’s just not a great gap closer :S
