Perhaps until an official announcement, this’ll keep ya entertained
/rock, /paper, and /scissors all exist in the game’s code, just the emotes themselves are disabled; no “Unknown Command.” thing came up when they were used. This also occurs with a lot of other ones, like /bowhead, /guitar, /flute, and /drums.
Second, the two costume things you brought up—Masks and Costumes—could easily be implemented with NPCs being patched in and making them available.
Third, they did bring up that there was going to be an event for Halloween, and to be on the look out for information this week for it.

I know there will be an event. I am pretty sure the ??? in the monthly achievement will have something to do with it.
I’m just wondering how many of the GW Halloween traditions will stick around and how many will be scrapped.
What are people’s hopes for the event? What would you like to have seen stay and what wouldn’t you mind seeing go?
I personally would like to see character bound masks, account bound costumes, a grinning moon and squash serum.
I don’t particularly mind not having to run to all of the reapers without using attack skills.
I will miss Candy corn golem dance parties.

Even if they can’t bring everything back for this year it doesn’t mean that it wont come at some point. Launch has been a handful for Anet.
I’m pretty sure other than rock, paper, scissors and access to the underworld none of those things were in GW1 at launch either. There is no reason they can’t add them as part of the Halloween update or later.

I miss the costume makers and I don’t hold any great hope that they will be included with the Halloween update. If they were planning on letting us store the costumes (skins) we purchased, they would have had that going from launch since they were already selling that stuff in the gem shop. Instead, we’re made to rely on constant transmuting of skins for appearance changes and having to store those skins in inventory when not in use, if we want to keep them.
It’s a VASTLY inferior system to what they had running in GW1, but it is more conducive to gem shop transactions. Hence, I don’t see them changing it.
