So anet allows you to use the +1 at the side of each post to show that you either like it, or agree w/ the person, but what if you didn’t?

If their were to be a -1 option as well (only 1 can be selected on the account logged in) it would actually give the developers a better feedback of what the gamers want

Not really. It would simply allow trolls to neg anyone they like, without leaving feedback and often without even reading the thread. We see this sort of thing happen on YouTube all the time with mass-negging runs by people with some kind of vendetta against certain video uploaders.

its supposed to show the developers you like someones idea or post, b/c the old way used to be to reply to a post and either put a +1 or say directly that you liked that idea or whatnot

for example, the 2 that replied to me before you, i gave them +1’s b/c they made a very good and valid point. Even though i may use it (for the most part) responsibly, doesnt mean others will, and if ppl are trolling it, it just makes it far worse to have a -1 as well
