I enjoy the challenging nature of Guild Wars 2 but the melee Inquest underwater at the aforementioned location are simply too strong for your average non veteran enemies! They use their evading abilities much too often and the evade duration is simply too brutal, this combined with the fact they can blind and/or stealth makes it so the little window that you get to actually land a hit between their evading is sometimes wasted anyway.
The inquest assassins in particular are the worst of the bunch because they have the habit of just popping up right next to right when you’re in the middle of fighting another one or two of these hardcore evasive beasts and since you’re underwater you can’t disengage so whenever an assassin spawns it’s a basically an assured death which isn’t a fun gameplay mechanic. Nobody likes dying because they game decided you should die, underwater gameplay is already frustrating as it is.
Their damage output is fine as is their health and defense, just tone down their evading ability a bit is all I suggest, evades are a fun mechanic but if players had the kind of abilities these non elites had it would be considered grossly overpowered!
