as far as i saw it , it supposed to be TOP item
Considering the costs of the item reach at 30 exotic jewels
So i suggest to upgrade it to the new item category, with better stats, unless that it becomes an dead item , worthless to spend 70+ gold on .

Not sure about an neck upgrade for it but they have added a ring version in the ascended tier.
