More of a suggestion than anything, please read:

I purchased a second Ettin Band Ascended Ring, only to discover that I couldn’t wear two at the same time.
Now I have 35 wasted laurels in the form a ring that I cannot use and there is no way to redeem the wealth towards anything useful.

There is no in-game material to warn players that they should not purchase two of the same ascended item.
This mistake was not my fault.

It would be nice to see a refund for the time wasted but I am not expecting that.
I am simply suggesting that a warning description is put in the text of the laurel vendor towards this issue or possibly a way to redeem laurels from wasted gear.
Losing a month’s worth of laurels in to an item that cannot be refunded is not a quality gaming experience.
Especially when it isn’t your fault.

That is what the “Unique” tag means on the items. Other MMOs set this precedent. Anything “Unique” means you can only wear one of them. You are correct it has not been explained in GW2 anywhere.

So it isn’t a complete loss, I believe you can infuse one of them in the Mystic Forge (takes mats from running fractals) and then wear both since the infused version does not count as the same ring. You can also trade it to another character to use. If you have already soulbound both of them then infusing one will make it account bound again so you can trade it.
