We need worthwhile content, plain and simple
Now I know “worthwhile” is subjective.
The content released should expand on already existing lore. I know you’re trying to make the world seem alive through these little events but they have absolutely nothing to do with the rich lore background.
The world is supposed to be focused on defeating the elder dragons right? So you could make events about how the races are working together to make strategies to kill them, or you could even go as far as to display racial tensions within the conflict itself.
The elder dragons should have personalities and dialogue too. After we kill each elder dragon they should adapt to strategies used in the past. They should be erratic and be updated regularly to keep them from becoming farm fests.You could use this as a good opportunity to introduce new armor and weapon skins too. Each dragon could drop a specific armor or weapon skin set. Or you could get the skin as a reward for completing a set achievement on the dragon. Like: Climbed Kralkatorrik’s spine and struck the elder dragon at a vital point". Make it hard so its like a jumping puzzle in the air when they are flying.
Tldr; Events should be focused mainly on expanding off old lore and how that affects the “living world”. Bosses should be hard, and they should adapt. Weapon skins from these events should be skill based (awarded off getting achievements.) Cant do it? Too bad, no skin for you. Rng should stay out of events like this.

You had me at JP on the back of a dragon while it’s flying. I think JP’s are bad filler content, but even I agree this would be freaking sweet haha.

We won’t get to fight the other elder dragons until an expansion introduces them. Why? Because they’re all not located in Kryta. Also because fighting a dragon should not be a size of a mere event. We beat the weakest one of them and even then we needed a) a giant ship with newest cannons b) to starve it for weeks and kill off its army first. Kralkatorrik wouldn’t die from one sword stab. Even his lieutenant is not that weak.
I think that them talking to you would also break the immersion. These dragons wipe out races (see dwarves in GW1), they don’t care to have a chat with them. Lower dragons that we could ally? Sure. After all Destiny’s Edge already did that. Elder Dragons? Nope. Those wouldn’t speak with us.
Now current dragon locations – Primordous seems to be in Cantha, Kralkatorrik went to Illona, Jormag is in Far Shiverpeaks, Bubbles is likely somewhere in the water and then there’s the Earth dragon that’s… Somewhere. Not in Kryta though.
So yeah, my point is that dragons are serious business. We will probably have full new stories with continents wrapped around them and not just some little living story event.

Zhaitan wasn’t in Kryta either, he was in Orr. And why would Primordus be in Cantha? I consider myself pretty knowing of the GW lore, but this is the first time I’ve ever seen anybody mention it being over in Cantha. As far as we know, he’s still underneath the Shiverpeaks somewhere. And seeing as how most destroyer activity is in the Kryta/Shiverpeaks area, it’s likely that the dragon is still underground somewhere around there. Kralk may not be in Elona either, he may still be chilling up in the Crystal Desert. And the Jungle Dragon – Mordremoth – is supposedly somewhere in the Maguuma Jungle which isn’t too far away either. The only dragons which are really expansion worthy would be Jormag and Bubbles, in my opinion.
Anyways, to reply to OP now, there is more in the world than just dragons. Palawa Joko is over in Elona being an undead kitten and most likely has taken over Elona by now, then there’s everything over in Cantha which as far as we know hasn’t really had any problems yet(possibly attacked by Zhaitan’s minions via boneships), and etc.
As for a jumping puzzle on the back of a dragon, that’s just very silly. It’s an awesome idea and I’d love to see it, but there’s probably less than a .01% chance of that even if 100% of the community begs for it.
As I’ve suggested before, worthwhile content would be introducing Hard Mode back to the GW universe. Have everything we already have in-game, but way harder versions of them that also offers “elite” skins, minis, armor, etc. And updating dragon periodically to always keep the fights fresh just wouldn’t happen – too much work. If they can just make a nice, fun, random fight in the first place then they’d have no need for that.

As for Kralk, well, he probably did retreat into Elona at one point, but that doesn’t mean he’s still there. He could have returned back up to the northernmost parts of the Crystal Desert. I read that exact paragraph you sent me before I typed my reply =P. And it said “it’s also one of the forces”, the other being Joko. Joko had probably already taken over Elona so Kralk would have to deal with his army, unless the armies of both of them are just battling it out to decide who gets to march onto Elona. Either way, I doubt that Elona would be much safer for Kralk unless it’s already dealt with Joko and his army.

as far as I understand Elona was transformed into a smart undead army. So Elonians are mostly undead soldiers now. Zaithan had to deal with Tyria, it wouldn’t be surprising if Kralk engaged Elona even with the opposing armies being there.
I do agree that an expansion could open up more than one dragon fight. I was just saying that living story wouldn’t be enough for a major dragon battle. It will most likely come with extra continents, can come with extra races (maybe) and will probably come with either an epic quest chain or an extra personal story.
