What if every server was a overflow servers?
The only problem I see is that it would break WvW.
WvW servers would be part of the home group but not overflow servers. And their would be a permanent number of them.

That will do nothing to increase server population. People are quieting because AN will not say if what their plains for progression are.

That wouldn’t help. The problem is that each instance of a zone can only hold so many people for technical reasons. More people on a server would just increase how many overflows are needed, and increasing the population cap in each zone is probably not possible with current hardware.
