Why aren't there addons?
Simple answer, because ANet stated way before launch they didn’t want people watching bars on the screen, or see “dodge” appear and so on. This is also the reason you do not get numbers on team member’s health bars.

It would ruin how people see their game.
I’d like to see addons that don’t affect gameplay, like upgrades to graphics and audio.
In terms of combat, you’ll actually become a hinderance keeping your eye on the UI.
In terms of PvP, if you use addons, it may give you an advantage (why else would you use an addon in PvP?), which would mean other people would need to use them to stay even.
In terms of gathering, there’s no need, since no-one can take your nodes.
Combat parsers…well…elitism.
The only things I could see addons being useful for is gear management, which could also be implemented by ANet anyway.

A lot of things “could” be implemented by ArenaNet, but won’t be because they don’t have the manpower or inclination. Addons are a great solution to that.
You don’t have to worry about combat parsers and elitism, because the combat log doesn’t provide enough information to make one (doesn’t record condition application or removal, doesn’t record condition ticks, etc.).
And if looking at the UI is a hinderance as you say, you won’t have to worry about people using addons in PvP.

Not really. First, let remember than when you bought the game, you agreed to the Guild Wars 2 User Agreement. So, you are bound by it, as with many other software applications and games. You can read it here:

Moreover, when you “bought” it, you really get a use license (Guild Wars 2 User Agreement’s chapter 2.c). That means that NCSoft let you use it, but it isn’t “yours”. So you can’t modify it.
Besides that, the user agreement explicitly says (Guild Wars 2 User Agreement’s chapter 8) that you cannot use, or provide others with, any software related to the Game, including any automation software (a.k.a. “bot”) or software designed to change or modify operation of the Game, nor any “hack,” “cheat,” “exploit” or “mod”.
