Then the screen goes black and when it comes back on you find yourself wandering around Lion’s Arch with no armor and you’ve lost all you gold on Moa racing.

Your getting warmer. Perhaps if you came to with a Debuff “Drilled” I would allow it, but at this point I’d even take a loopy walk pattern at least something that other players could see from afar and know that “Hey.. That person has been drinking.”

Make it be a LA citizen from a random race. Also, if that race is considerably larger than yours, you become Crippled for the next few minutes. That random NPC must always be male.
I don’t understand why this topic comes up in the forums and in public chat. Seriously.
I’ve taken my character to an ale seller and consumed beer in sequence, like 15 or so. My screen goes all wonky and walking in any direction is a bit of a challenge.
Running is rather hysterical with that wave effect.
I think that’s the problem. The beer is so watered down in this game, you need to down at least fifteen pints before your vision starts to get screwy.

I don’t know if I have any particular settings on that make a difference. But you know how it is with .5% ale. Takes a lake-full to feel a little tingle.
