I think that if you complete WvW map completion on one of your characters, it should be unlocked for every other of your characters. I personally had to wait two months to complete WvW maps on one of my characters, I do not want to wait another month of two to complete it for my alts.

The new WvW Matchup things might fix this as I realize as I am writing this…

I am going to have to +1 this, some servers in the lower tiers have a hard time unlocking certain areas and even worse it takes so long to change positions that it could be two to three months before ever being able to get them.
