Those willing to remain and fight, should be able to defend with what they can. And being that they can’t field the numbers to fight in open field, the structures they turtle up in should be able to actually defend a bit with the limited numbers.
By having the benefits effect the stationary objectives and siege, does not give the players any broken balance mechanic if a single player faces another single player in open field.

Balancing is one thing, but the looser should loose, right? Otherwise it doesn’t make sense to be better and to play for victory.
Maybe you can “buy” advantages to outmanned buf by spending score or Glicko-rating points, i.e. something like you accept defeat, but you can still play. However, I’ve no idea how to prevent grief-play with that
