Please tell me why only 5 cells to create characters?
Given the number of professions and races, there must be at least 10.

Why do players have to delete characters to play with new ones?

It is now we are in Tyria, but when the continuation of the game is done, will have to re-create the characters! Why not give them to save?

Please increase the number of cells characters!

You can buy more with gems.

Which means the honest answer would be “because ArenaNet knows you’ll pay for more if you aren’t given enough.”
